With its position, in relation to the naval base of Portsmouth and the commercial port of Southampton, the island in ideally suited to help with their defence.
In 1860 Lord Palmerston's Royal Commission on the Defence of the United Kingdom reported and proposed a number of defence positions around the coast of England as protection for Naval bases and ports. Around the coast of the island these positions included a number of on-land and sea forts, together with various gun batteries.
